MOTC authorizes VSCC to conduct essential vehicle safety tests and examination before motor vehicles series production or imports. After passing the safety type approval, MOTC issues the Vehicle Safety Type Approval Certificate and then the vehicles are allowed to apply for the licenses plate and be driven on the road.

After passing the safety type approval, MOTC issues the Vehicle Safety Type Approval Certificate and certificated mark, the electric power-auxiliary bicycles/electric bicycles are stuck certificated mark and then allowed to apply for be driven on the road.
